Because it is only active for graphs with one data-series (think about 
it, how to use light green in a meaningful way for the maxima of two or 
more time series?).  The example you show has to data-series in it.  The 
light-green max/min line goes back to how MRTG shows graphs. ... I do 
not think it can be disabled currently.
