ATcl install

ATcl is an integrator library and Tcl/Tk distributive.
Tcl is freely available and has no licensing encumbrances (usually the license BSD-like).

1. Download the ATcl installer: https://sourceforge.net/projects/mt-atcl/files/latest/download
2. Stop all MT5 instances
3. Run ATcl installer
4. Start MT5, and allow DLL call
