Thanks for the Unix environment for Windows.
I was hoping that you would be willing to make portable packages (in a format such as .zip, .7z, .tar.xz, .etc) available for download. I don't like installing software on my Windows systems if there is a portable alternative available.
I ran the MSYS2 installer sandboxed then copied the files. It would simplify things for me if there were an extractable archive available, or even if the installer used an extractable format such as 7zip or Inno.

What do you mean by "portable packages"? MSYS2 (which comes with Pacman) has more than 1000 packages available. They are portable provided that Pacman is used as the transport:

I read it as "a non-installer version of the current MSYS2 installer" eg msys2-x86_64-20141113.exe -> msys2-x86_64-20141113.zip.
Bah sorry missed the "We also provide two tar.xzs for people who don't like installers" part in the notification email (they're not brilliantly laid out, hard to skim read, sigh sourceforge).
Sorry, I didn't realize there were .tar.xz files for the base MSYS2 system. I see them now.
Thanks for the awesome implementation of MSYS. I love being able to use the pacman system.
