#4 Button Month chooser can still be counter-intuitive
in a similar vain to bug 1113957 it is still possible
to have a counter-intuitive experience.
1. set the maximum value of the chooser to be February 3rd.
2. set the current time to be 31st of January.
3. from the dropdown choose the month of February.
4. Observe the calendar does not change and date
selection is wrong.
I couldn't figure out how to fix this bug. I do not
have enough knowledge of the codebase.

P.S. The month chooser doesn't respect the maximum date and
presents March in the above scenario. This needs fixing as well.
