I can confirm the bug. In v3.6.3 (probably available in a week from now) you will have a button called Override FPS in addition to the FPS setting. You will need to set both to override the fps of the sequences. If you have urgent need for this, I can set you with a beta version in google's dropbox.

I have 24 fps set in the preferences but whenever I open a sequence it is always setting it to 29. I am using winx64 3.6

I meant v3.6.3, not v3.6.2 which is already released.
