Can I just define an activity called 'setup' and 'tear down' with adjustable time periods in 15 minute increments.
I would like to attempt it. Can you point me to a group of files.

It's going to involve quite a lot of changes to quite a lot of files. For example, when a user books a slot for 1000-1100 you're going to have to
check that the room is free from 0945-1115 (or whatever)
but only check that the one hour booking itself conforms to the booking policies in force (eg limits on number of hours of bookings)
record that as three different bookings in the system, ie set up 0945-1000, booking 1000-1100 and tear down 1100-1115
but just notify the booker of the 1000-1100 booking
while at the same time somehow linking the set up and tear down bookings to the booking itself, so that when the booking is deleted or edited then so are the set up and tear down times
And that's without really thinking about it too much. I am sure there will be more complications. For example if you have a set up immediately following a tear down do you need the whole 30 minutes, or is it a quicker operation? Etc. etc.
