MRBS 1.5.0 release

This is a major release of MRBS.

Changes since MRBS 1.4.11:

• MRBS now requires PHP 5.3.3 or later, and either MySQL 5.1 or later
  or PostgreSQL 8.2 or later.
• Improved granularity of booking policies, to allow creation
  and modification policies to be independently changed.
• Updated DataTables version to 1.10.9.
• Added floating headers to day and week views, to improve usability
  on smaller screens.
• Improvements to security for the 'db' auth scheme and the 'cookie'
  session scheme.
• Changed email code to use a more modern email class, PHPMailer.
• Added Slovakian translation.
• Updated Simplified Chinese and Italian translations.
• Plus numerous other bug fixes/changes.
