[mpg123-devel] releasing mpg123 1.31.2 (just build fixes)

Dear people who eye mpg123,

there is not much to see here, but what there is, is this:

- Fix build --with-network=internal only (configure logic error, bug 348).
- Fix OS/2 build with getaddrinfo() (which may support IPv6 eventually, thanks
  to Dave Yeo).

Mpg123 1.31.2 can be fetched from the usual places … but if your build
worked, you do not have much reason to replace it.
