Does the build work now? I committed a change that sets OS2_CFLAGS and
only temporarily adds them to CFLAGS for the test. I am not sure at
what point the value got purged before, but it's cleaner that way.

I removed the EMX ifdefs in local.c now. Now let's settle terminal
control. It shouldn't be so hard to get single keypresses.
