I admit that it is not called 'volume', but what about this, from mpg123 --longhelp:
-f <n> --scale <n> scale output samples (soft gain - based on 32768), default=32768)
Just try some values < 32768 and you got lower volume (higher values likewise). It's from times when mpg123 only produced 16 bit audio, that's why the funny number.
