Some cases requires to know both success and failure accounting information. Currently only START/UPDATE/STOP events are reported to ext-accts. The patch introduce additional FAIL event to be reported with ext-acct feature.
It looks strange to me. If authorization failed -- there was no session. If there was no session -- there supposed to be no accounting.
