Is this spec file something you'd just want put in the repository root? I don't use any kind of Red Hat system, so I can't actually do anything with the file.

Ideally, someone would maintain your package for the Fedora project. That someone could even be me - I have to submit two packages that pass muster to get certified as an entry level packager, one of which is pymilter. However, paying work and ailing in-laws (dementia and broken hip) intervene.
What many project do is have a "packaging" directory that contains source for various packaging systems, like Deb or RPM or AIX. This can be a very helpful starting point for someone to build a package, even if they have to make changes for their own (or updated) distro. I am running mp3fs on Fedora 14 now, and will soon be updating for Fedora 16. The package source is also helpful for people building manually, since the %build section show step by step how to build, and the %install section how to install the project.

If you update the spec file to the latest version of mp3fs, I'd be happy to include it in the repository. I think putting it in a "contrib" directory makes sense. I've seen it used in a similar way elsewhere.
