I use a Raspberry Pi zero W. It has wireless but you need a power source. You can see the camera output and I also run Apache on it to create it's own website of motion captured pictures. (Colours are a bit odd as this one has the camera module without an infrared filter.) http://nivalis.clifford.ac/tempcam/motionindex.html http://nivalis.clifford.ac/tempcam/index.html It will cost a bit more than $30 but it's a Linux computer so you can configure it as you like.
