If you do not want video and are ok with say 2 fps Jpegs and then some of the reolink cams actually have good quality. They do not work on video because they use UDP and as such lose packets and cause artifacts. This is an outdoor POE cam, image size is 2500x1500 or so, and quality is pretty good using jpegs. these are rlc-410-5MP and can be had on amazon for $96 for 2, so under $50/cam. I have 6 of them and other that not doing video they have been cheap, good image quality and reliable. Some of their cams require their NVR system, so you have to watch the models and read the descriptions. I have motion grab the images at 2fps and the quality is good and they have decent night vision.
