This was helpful and ruled some things out. Can you upgrade to 4.0.1? There are deb packages for 16.04 on the releases page. https://github.com/Motion-Project/motion/releases You can/should also try to turn the rtsp_uses_tcp off and see whether that allows Motion to connect. The rtsp_uses_tcp being off wouldn't be a good long term choice if using this as a security camera but it may help determine why Motion is not connecting.
