new mailing list for Moses commits

Hiya all

For some reason, probably because sourceforge and github don't like each
other anymore, the old sourceforge mailing list that we used for commit
emails no longer works

I've set up another mailing list where future commit emails will go
    http://lists.inf.ed.ac.uk/mailman/listinfo/moses-commits

Please re-register there if you want to continue receiving them. Or email
me and I'll add you
