There wasn't a decision being made. We had discussed this earlier, but
then Thomas suddenly added admin2 (because he had found someone who
sponsored his work on it).

I asked him why he didn't base it on phpGACL, he responded that he
wrote his own code because didn't understand how to use phpGACL.  He
didn't ask me for help, though, although it seemed clear that he could
have done so (I already had worked with phpGACL at this point). Sigh.

Anyway, after we had the code, the drive to write something new wasn't
as strong as before, so we didn't do anything about it. Seems as if
the recent events are in fact doing something good to the
project. Strange...
