in my opinion it doesn't make sense, that the receiver of a ToDo can DELETE / EDIT a ToDo.
In my case: I want to give my employee an order to start a project. If he don't want to do that, he will DELETE this order and I don't have a chance to find my original-order ever again.
It would be helpfull to decide by admin WHO CAN EDIT / DELETE.
I will fix this problem by taking of the "delete-option" out of the table.
In the case of EDIT a ToDo it would be helpfull, that the receiver of a ToDo CANNOT EDIT the original-ToDo.
Would be nice to see a response from you.

ps: at the personal settings the region is restricted on dutch "provincies" - like "states". what is the problem here?
