#1429 Moderator unable to edit a post

When a moderator who is not an administrator try to
edit a post from a user who is not administrator or
moderator We have this message:

You do not have permission to edit this thread. Possible
reasons are:
You are not a moderator or an administrator.
You are a moderator and are trying to edit a thread from
another moderator or administrator.
You are an aministrator trying to edit a thread from
another administrator.

i got same problem ...

(1) owner cannot edit post (setting is correct)
(2) moderator cannot edit or delete post
