I was wondering if it would be less ambiguous to say "do not want to " [ change, negate, unset, set =no ] "this option".
It could be that I'm reading this incorrectly and it shouldn't be used, thus, the posted question.

Yes, the comment was really about --without-xml, which is the same as --with-xml=no, hence the mistake. But it's still true that most likely you don't want to use this option :)
