Still not done, but its low priority since all the graphics XML rules are already configured and not something I or anybody else am having to edit any further. But the option should be on

Edit > Overland Map > Tile sets > pick Overland Map > click Smoothed Tile Types > pick for example Desert > click Smoothed Tiles.

This screen lists all the bitmasks defined for the desert tile set and shows the image selected for each one. This screen needs a button added that checks that no bitmasks are missing, by checking the reduction rules associated with the selected smoothing system.
