#1 need a way to select NTSC/PAL/SECAM

There is no way to select the "norm" in the module.
When I try to use it I get a corrupted display. It
appears to be trying to decode as PAL, unfortunately, I
need NTSC.

The attached diff DOES NOT WORK! However, it MAY be a
step in the right direction. The limiting factor in my
changes (and why it doesn't work) is that this is the
first C code I've ever written beyond helloworld.c .
You should be impressed that it compiles at all. :)

I experimented with this and there seems to be no difference
on the three webcams I tried. I will give this a shot on a
video capture device I have laying around sometime soon.
