[mod-security-users] placing an .htaccess

I noticed a new hack into the system: I noticed that someone had 
uploaded a .htaccess file with "SecFilterEngine"  command in it,
which got interpreted by mod_security, but fortunately was NOT accepted 
probably due to me using version 2.

Perhaps configuration commands AFTER the initialization should NOT be 
accepted?
