[mod-security-users] How to Block This Attack

We are having issues where a user will use open proxies in the United States to sign up to our registration page.  Is there any rules I can use to block either by IP addresses belonging to open proxies or restricting an IP address from accessing the registration page more than once?
 
Any help on this matter is greatly appreciated.
