#9 Create VCF drop target mechanism

Create a drop target handler to allow VCF instances to
be dropped on the title bar of a new form and populate
the form with the VCF data. This feature will allow the
user to drag items from an MS Outlook address book and
drop them on the web page to quickly import records
into their LDAP store.
