#272 Add selection by GPX points

Would it be possible to add an option to "Add selection by GPX points"? Such that by loading a GPX points file and specifying a radius there would be multiple circular regions selected, one for each point in the GPX file.

The following example is to give some context around how I would like to use this option. I have a project where I have approximately 200 locations over an area of several thousand square kilometers. I would like to selct an overview area of the entire region at zoom levels 8 to 12 and then for each of the 200 locations I would like to select an area around each point (say 1km radius) to display at zoom levels 13 to 15. This would produce a map/atlas with an overview of the entire area with greater detail surrounding my points of interest.

In theory I could do this manually by clicking and selecting a circle region for each point and adding this to the atlas. However for 200 points/locations this is not really practical.
