Brought some sanity into the naming conventions for
the block-difference metric functions and the motion search
routines and file-names.

Replaced references to stdint.h/inttypes.h with properly autoconf'ed
mjpeg_types.h

Extended the encoding structure for the new options.
Also added the other variables for the different encoding syles.

Added support for vcr, stream data rate, decoder buffer, and 4 different encoding styles.

Hard-wired stills interval to 30 frame periods.
