Adjust the CFLAGS/AM_CFLAGS to use the new new PROGRAM_NOPIC option. Extra
flags (the old AM_CFLAGS) should be added by "--with-extra-cflags=..." at ./configure time (so that they apply to all programs and not just yuvdenoise)
