New (and hopefully much improved ;)) cpu/architecture detection. Will avoid
generating sse/sse2 instructions with gcc3 for systems that can not execute them. Also can add the "-mcpu=7450" and "-mcpu=970" flags for the G4 and G5 PPC architectures.
