Account for mpeg2enc and mplex being written in C++ now.

Patch from Nicolas Boos to check for JPEG headers if libjpegmmx wasn't found - otherwise might result in compile failures if the appropriate -dev packages/files haven't been installed

Updated docs to include new 'work-around' flag mechansim for iffy hacks needed
for particular applications.
