Tricky VCD fix. It seems the VCD bit-rate calculations include parts of the CD sector headers as well so you need to include these in the SCR and hence
PTS/DTS timestamp calculations. Also, for some reason they don't bother
including video buffer information in the system header.
All fixed now. Here's hoping this finally fixes it.
