Fix missing config.h include - thanks to Leif Van Horn for spotting this.

Don't kick me Matto: I popped in my favouirite Emacs localvars and formatting
in the MPEG aspect-ratio guessing routines.

o Added functions to utils to translate stream SAR into a MPEG codes.
o mpeg2enc now can guess MPEG aspect ratio code from the YUV4MPEG header info.
o Added "BADEOF" as a liby4m error code ("unexpected EOF in stream").
o Some miscellaneous fixes/clean-ups.

Ooops! Forgot to check for the "y4m_sar_UNKNOWN" case....

Added code to compute the sample aspect ratio (SAR) of the output,
and provide that information in the output stream header.

Improved efficiency in multiplexing VBR streams.
Added 1 second SCR-DTS constraint for video streams to support
SVCD and DVD better.

Bug Fixes:
o segfault with a wide variety of frame sizes
o "-v" is now a legal command-line option (as documented)

added the save-on-exit variable

Added the a test version of the disapering buttons.
