There is a problem with the stock 2.103 rrd stuff.  It will not record
temperatures below 0 degrees.  Download the latest
mh/code/common/weather_rrd_update.pl from subversion and see if that helps.

FYI the bug was found by Howard Plato and fixed in rev 1020 (Oct 28, 2006).
