It is really simple. Most voices can't say "9:30." The time_info module changes the /:/ to a space (but not in the sunset/sunrise announcements.) My guess is there are spaces in between the numbers and the colon, for example. So instead of seeing "9:04pm" which it knows is a time, and speaks differently...
