It sounds very much like you have a "signal sucker" on the circuit that provides the power to the outlets under your desk. This link may help you to track it down - http://www.smarthome.com/solution18.html I discovered a week or so ago that the AC power adapter for my Dell laptop is a sucker. Are the 8 points under your desk hardwired or are you using a power-board (or two)?
