Sorry for my lack of knowledge about the Barking dog device. I don't believe the BX24 will interact in any way wit hthe CM17, except from redirecting the IR signal receive from the CM17 As Bruce said, maybe tracking the CM17 by using the debugging switch. And just to validate a problem with the BX24, try to run the test with and without to see if there is really a reaction provided by the BX24. Have a try too, with a RR501, to see if he could get the signal, by setting the X10 applicance to a unit code of 1 or 9. Don't forget to unplug the BX24 attached CM11a when doing you test.
