One of the cylinder options allows you to set the scale of one end of the cylinder relative to the other. The default is 100% for a cylinder. If you set it to 0% you'll get a cone. I forget what the cylinder option is... it's not "width", it's the other one. The cones and cylinders only draw horizontally, but you can use the rotate tool and hold the shift key to rotate in even 15 degree increments, so you can align the "horizontal" cone or cylinder along any axis you'd like. Hopefully that's sufficient for all your cone-related needs.
