#5 patch to fix authentication problems with latest rtr binary
In the latest (final?) rtr-supplied binaries the path
of the images and css files was moved out of _vti_adm
and put as an immediate subdirectory of _vti_bin.
This patch fixes requests for these files. It also
stops expecting authentication for these files, since
they are no longer in a password-protected region.
(there are no security issues with password-less access
to these files -- this is an improvement, rather than a
problem)

FYI, you need this patch if the admin page shows broken
image links and appears unformatted. This is because it
couldn't find the image files or stylesheet.
