#30 3 second tooltip popup suggestion

It might be very useful to have a more detailed explanatory tooltip pop up after the mouse hovers over an icon on the menu or item on the canvas for a certain amount of time (say, around 3 seconds). This could be simply a short sentence explaining what the item is or how it works. This could be particularly useful for helping first-time users understand the bare basics of a godley table or ravel feature, and the 3-second delayed expanded tooltip is used in a number of other programs so would be fairly intuitive for new users.
