#1910 Refactor connection between civita and RavelCAPI

The issue is licenses: RavelCAPI is MIT, but depends on Civita, which is GPL. They should be the other way around.

What RavelCAPI mainly needs is the dimension stuff, so this can be moved into RavelCAPI. Conversely, things like createRavelChain, hypercube etc can be moved into civita.
