#1561 Online manual- % does not create note

In online manual on Canvas background page it states:
% or # start a text comment, finish with return

% creates a variable not a comment

I suspect Help -> Minsky Documentation will get updated to completeness level of online manual at some point or just link to it.

Manual needs to be updated. In the past, both # and % could be used to start a comment. % has now been appropriated for the % operator.
