#1559 Beta.27 Install error

I had three Minsky process (3.0.0) running yesterday, and had only 1 running before starting install today.
Installed minsky-3.1.0-beta.27.exe on Win10.
Needed to kill 3 minsky processes with Process Explorer that installer couldn't kill.

[High Performance Coder]

The installer is part of the electron system. Not sure we have much
control over this.

Can you please tell me if this is still an issue? Latest betas (and alphas) for Windows appear to install correctly to me.
