#1453 Weird toolbar rendering every so often

Minsky version: 3.0.0-rc.3
Platform: Mac OS Monterey 12.3.1

Issue: Every so often, I get weird toolbar rendering where it seems to be stuck behind the canvas, and scrollable. See attached screenshot

To reproduce: Open Minsky. Close Minsky. Repeat. The bug happens randomly every so often. Could be an Electron bug on Mac?

Seems to happen to me a lot on High Sierra, but not on Big Sur. Somehow the top offset calculation goes awry.

This appears to happen whenever the opening window is below a certain size - I notice this when opening Minsky on one of my virtual machines, as the virtual machine display is small. When clicking maximise, the problem goes away.

When I open this on a dedicated monitor, such as on the host machine, I never see this problem.

It's an annoying little bug, probably something a little off in the Electron toolkit, but I propose backlogging this, as I want to focus on things that impact productivity for the 3.0.0 release.
