#1761 Resize of pub items starts from wiring tab size, not current size

I'm building a large "Minsky" model now, of Keynes's Bancor proposal, which involves ten Godley Tables--and may finally involve 14 (if I break banks into 2 each and the private sector into 2 each for the two countries). It would really help to be able to see them all on one Tab, rather than as 10-14 separate Godley Table popups. This is even if they weren't directly editable on the Tab. So restoring the Godley Table Tab would be helpful.

Not a major issue compared to work on Ravel at present, but worth recording--perhaps put it on the backlog.

At least I found a minor bug! When you resize an edit mode Godley on a publication tab, it resizes from the middle or thereabouts of the Table, rather than from its other edge.
