#1609 minsky - options_preferences are not automatically propagated

Minsky 3.1.0-rc.3

When I open an existing model, the Godley table does not show the values.
The setting in OPTIONS - PREFERENCES is checked, but it is only implemented after opening this window and clicking OK.
