[Minsky-betatesters] Minsky-3.1.0-rc.10 release

I have just created the rc.10 release. I intend this to be the last
release candidate before the 3.1.0 full release.

Windows/Mac versions are available from FRS
(https://sourceforge.net/projects/minsky/files/beta%20builds/), and
Linux versions available from OBS
(https://build.opensuse.org/package/show/home:hpcoder1/minsky-beta).

Please take it for a whirl - last chance for any bug reports!

Currently I have one task to do before the full release - profiling
Minsky running Ty's BOMGORRIC model indicated that most of the time
was going on font calculations. I have an idea that I can cache the
results of those so that they don't need to recalculated every time
the screen is redrawn. If successful, that optimisation will go into
3.1.0.

Given other things going on in my personal life, the 3.1.0 release
will probably take place next Monday afternoon (3rd July) AEST, modulo
any last minute showstoppers.
