[Minsky-betatesters] New Minsky beta/alpha releases

3.1.0-rc.4 and 3.2.0-alpha.8

Available from FRS
(https://sourceforge.net/projects/minsky/files/beta%20builds/) for
Windows and Mac, and for OBS
(https://software.opensuse.org//download.html?project=home%3Ahpcoder1&package=minsky-beta)
for various Linux distros.

rc.4 release mainly contains fixes for the offset problems on the
Mac. The alpha.8 release features a new editable summary tab.

Please take these out for a spin, and as usual, please log bugs at the
SourceForge ticket
