#232 Have parameter slider check mark option saved to persist on reload

Not sure if this can be done or not depending if the check box you added for the parameter is an attribute of the software or the Minsky file. But it would be better served if it persisted when saved. So I like to have parameter in my models the behave as named constants that can not be adjusted. If I where to share the model in a working group I would want to make sure they are treated as constants, as not to be confused with parameters with sliders that act as policy adjustments.
