I see that that version 15, and then 16 shortly became available. Are there release notes that describe what the changes are? (sorry, if I somehow missed it).

There aren't. It would take quite some time to generate release notes, but broadly speaking, the features and fixed bugs are documented as part of the "Petty" milestone: https://sourceforge.net/p/minsky/tickets/milestone/Petty/
