This is by design. Normal users of MSYS don't really need to set up
an msysDVLPR environment -- its purpose is for the sole purpose of

Before you even embark on such a venture, you should develop a clear
understanding of your motivation. Do you hope, one day, to become a
contributor to MSYS development? Do you just want to experiment, to
develop an understanding of how MSYS works "under the hood"? If
neither of these apply, then maybe you should *not* be using an
msysDVLPR environment. (If you are planning to extend MSYS, for
purposes of your own, then, while you may believe you have a valid
application[*], you really should consider whether Cygwin might not
better suit your needs. Remember that MSYS is a minimal derivative
of a very old version of Cygwin; we do *not* want it to expand into
yet another more comprehensive Cygwin implementation).
[*] I don't mean to imply here, that there is no valid application
you might conceive. MSYS-git, for example, is one independently
maintained project which complements MSYS quite nicely; you may well
have something of a similar nature in mind.

And that's basically to help us keep control of its development, and
to prevent it from blossoming, out of control, into an alternative
Cygwin -- we are not in the business of competing with Cygwin.
